After winning the bid, CCCC Waterway Planning and Design Institute Co., Ltd. subcontracted the EIA to south china sea institute of oceanology.

　　　　　　 According to the investigation process published by south china sea institute of oceanology, relevant technical teams have been working since the end of December 2019. On January 19th, March 3rd and March 19th, this year, Shenzhen Municipal Bureau of Transportation posted the EIA report on the Internet for three times in succession. During the third publicity, the citizens found that the EIA report was plagiarized.

　　　　　　 According to Article 22 of the Environmental Impact Assessment Law of the People’s Republic of China and relevant regulations, the EIA report shall be submitted by the construction unit to the competent department of ecological environment with the right of examination and approval in accordance with the regulations of the State Council. Shenzhen Waterway Affairs Center said that as a construction agent, they have no right to review the report issued by the third-party environmental assessment agency, so they will directly publicize the environmental assessment report of Nanhai Institute of Oceanography of Chinese Academy of Sciences online.

　　　　　　 After the incident, south china sea institute of oceanology issued a series of notices and set up an investigation team to investigate the relevant situation, and made it clear in the latest notice explaining the investigation and handling situation that part of the report involved was the same as or highly similar to the qualitative analysis of the Environmental Impact Report of Zhanjiang Port’s 300,000-ton Waterway Reconstruction and Expansion Project compiled by the Institute, and there was indeed plagiarism. The Institute has suspended its participation in this project contract and initiated the accountability procedure for the responsible person. Competent departments at all levels have been involved in the investigation and the construction of the project has been suspended.

　　　　　　 In response to this incident, at the March regular press conference held by the Ministry of Ecology and Environment on April 15, the relevant person in charge said that this incident exposed plagiarism and fraud, and its nature was very bad. The Ministry of Ecology and Environment has instructed the ecological environment department of Shenzhen City, Guangdong Province to seriously investigate and deal with it according to law. At present, the provincial and municipal joint investigation team has completed the investigation and evidence collection of the preparation unit, and the case has entered the stage of filing a case for punishment.
