Jixi Railway Hospital, as one of the central hospitals in Jixi area, has always adhered to the concept of "being kind, skilled and dedicated", taking "all for patients’ rehabilitation" as the purpose of running the hospital, firmly establishing the management concept of taking patients as the center and serving patients wholeheartedly, and putting the "people-oriented" medical care and service concept throughout the whole process of medical care to meet the medical, health care and rehabilitation needs of patients at different levels.

Jixi Mental Disease Prevention and Treatment Hospital (Jixi Railway Regional Central Hospital), hereinafter referred to as Jixi Railway Hospital, is a public hospital directly under Jixi City, and it is a secondary comprehensive medical institution with comprehensive medical services such as internal and external (anorectal) and gynecological services, as well as psychiatric and psychological specialties. At present, Jixi Psychiatric Hospital is a designated hospital for railway medical insurance, urban workers’ medical insurance, urban and rural residents’ medical insurance, occupational disease health examination and other national "management and treatment of severe mental disorders" project.

The predecessor of the hospital was Jixi Railway Staff Hospital, which was founded in 1969. It was originally affiliated to Mudanjiang Branch of Harbin Railway Bureau. Later, according to "Opinions on Further Promoting the Separation of Social Functions of State-owned Enterprises" issued by six ministries and commissions, it was separated from the railway to the local government and renamed Jixi Railway Regional Central Hospital. In 2009, in order to implement the Development Plan of Jixi Mental Health Prevention and Control Institutions, Jixi Municipal Government issued the Notice on the Transformation of Jixi Railway Area Central Hospital into Jixi Mental Disease Prevention and Control Hospital, transforming Jixi Railway Area Central Hospital into Jixi Mental Disease Prevention and Control Hospital as a whole, and retaining the brand of Jixi Railway Area Central Hospital, one institution and two brands.

The hospital has a building area of 20,300 square meters and 320 beds. In 2020, 490 beds were actually opened. There are 18 clinical departments (psychiatry, internal medicine, endocrinology, gastroenterology, surgery, gynecology, traditional Chinese medicine, acupuncture rehabilitation physiotherapy center, stomatology, emergency department, hemodialysis department, dermatology department, occupational disease department, preventive health care department, otorhinolaryngology department, small needle knife department, menopausal sleep disorder treatment center, lithotripsy department) and 6 medical technology departments (endoscopy room, ECG room, brain ultrasound department)

The hospital has complete facilities, including the latest Siemens 16-row spiral CT, Siemens DR digital X-ray, Siemens color Doppler ultrasound, American automatic biochemical analysis system, German Fei Sen dialyzer, Olympus electronic laryngoscope and other large medical equipment. Electronic colonoscopy, Pentax electronic gastrointestinal endoscope in Japan, anorectal laser therapy machine and other unique anorectal diagnostic and therapeutic equipment in the city; EEG, biofeedback therapeutic instrument, transcranial magnetic stimulator, brain dysfunction therapeutic instrument and other special diagnosis and treatment rehabilitation equipment for mental and psychological diseases; Danish audiometer, Italian pulmonary function measurement and other professional equipment for occupational health examination; There are also professional gynecological equipment such as Nordoff Laparoscopy and Hawke Hysteroscopy, and a nucleic acid amplification analyzer is purchased to facilitate patients to detect COVID-19, providing patients with comprehensive, professional and authoritative diagnosis and rehabilitation treatment.

The hospital has successively won the first prize of the Municipal Science and Technology Award for four times, the second prize of the Municipal Science and Technology Award for one time and the third prize of the Municipal Science and Technology Award for one time. After the first-level response mechanism of public health emergencies was launched in Jixi City, the Party Committee of Jixi Railway Hospital responded positively, canceled the holiday, and immediately set up the "novel coronavirus Epidemic Prevention and Control Headquarters", with the dean as the general commander of the hospital’s epidemic prevention and control, and the director of the department responsible for the epidemic prevention and control of the department. All clinical departments made flexible response measures according to the needs of the department to do a good job in the epidemic prevention and control of COVID-19. There are working groups such as Epidemic Prevention and Control Group, Medical Treatment Group and Material Support Group under the headquarters. Each group has its own responsibilities, and carries out the prevention and control of hospital infection in an orderly manner.

During the period, the hospital headquarters also carried out theoretical knowledge and skills training on hospital infection prevention and control for staff in different positions. Up to now, 84 times of hospital infection prevention and control knowledge training have been carried out, which not only comprehensively improved the level of hospital infection prevention and control of personnel in various positions, but also effectively prevented the occurrence of hospital infection incidents. At the same time, the headquarters insisted on holding a special conference on epidemic prevention and control at least once a week to strengthen and deploy the epidemic prevention and control work again, and effectively ensure the full supply of materials and the scientific deployment of personnel in the epidemic prevention and control work. In order to prevent and control the COVID-19 epidemic more effectively, the hospital has set up pre-inspection triage desks in the front building outpatient service and the back building psychiatric outpatient service, and strictly implemented the pre-inspection triage work system and process. More than 60 employees in the hospital organs, logistics support, security and other security departments are on duty in turn, requiring people entering the hospital (patients, family members and hospital employees) to wear masks, take temperature, scan codes, fill out flow cards, etc. Clear the scheduling system to ensure that the pre-inspection and triage are attended 24 hours a day. Since the establishment of the pre-screening triage on January 20th, a total of 133,180 people have taken their body temperatures, of which 87,903 people passed the code scanning and 45,277 people filled out the flow card.

Jixi Railway Hospital also established and started a "fever clinic" on January 21st, relying on emergency department, respiratory department and other departments. There are three areas in the fever clinic, namely, clean area, potential pollution area and pollution area, and there are buffer zones between each area, and medical staff are arranged to be on duty 24 hours a day to formulate the hospital diagnosis and treatment process for patients suspected of COVID-19 infection, so as to further improve the hospital diagnosis and treatment process for patients with fever.

At the same time, in order to better help patients with fever to register, screen, review, and clean up and disinfect after eliminating infected patients, Jixi Railway Hospital has established an isolation system for patients with fever and a disinfection registration system for fever clinics to ensure that patients with fever are treated scientifically and reasonably. By the end of November this year, there were 1200 patients in the fever clinic, including 99 patients with fever, and 352 nucleic acid samples were collected. In order to ensure that patients do not get together and gather together, the hospital also takes measures to prevent gathering, such as making an appointment for medical treatment and seeing a doctor at the wrong time, and strictly implements the system of "one doctor, one patient and one consulting room" in outpatient clinics, so as to distinguish between medical staff channels and patient channels, so as to ensure their respective access without cross-flow. The hospitalized patients and their caregivers were treated in isolation rooms, and nucleic acid detection, lung CT and blood routine examination were carried out. After the patients and their caregivers were excluded from COVID-19 virus infection, they were hospitalized. For inpatients, the system of "one person and one escort" is implemented, and the management is completely closed for 24 hours. The hospital also increases the cleaning and disinfection times of ventilation and public service facilities in the ward to ensure the concentration of disinfectant, which effectively reduces the way of disease transmission.

Facing the epidemic situation, Dean Wang Xianqing personally developed the prescription of "Yupingfeng Powder" according to the characteristics of the epidemic situation and the local environment and climate in Jixi, and led the Chinese medicine team in the hospital to take the initiative to take countermeasures and take active actions to provide Chinese medicine prescriptions for patients, nearby residents, medical staff and frontline epidemic prevention and control staff working in railway stations and airports free of charge. This prescription is tonic formulae, which has the effects of invigorating qi, consolidating exterior and stopping sweating, and can improve human immunity. More than 30 people from the hospital medical treatment team, pharmaceutical preparation, frying and distribution personnel participated in this work to ensure the timely preparation, frying, supply and distribution of decoction. Since the beginning of the year, the hospital has cooked more than 7,000 doses of traditional Chinese medicine decoction and distributed it to more than 20,000 people free of charge.

Ensure that medical care reflects responsibility.

The total number of patients in Jixi Railway Hospital in 2020 was 88,183, up by 13.65% from 82,166 in the previous year. This year, there were 3,788 emergency medical consultations, an increase of nearly 100% over the previous year’s 1,878. 5,276 discharged patients in 2008; The number of surgical cases was 499; The average hospitalization days of discharged patients were 27.9 days. The total number of psychiatric consultations was 38,291, an increase of 8.82% over the previous year’s 34,392.

Since the beginning of this year, Jixi Railway Hospital, with the goal of improving medical quality and ensuring medical safety as the center, has helped all departments to establish and improve various medical quality management systems, including the three-level doctor’s rounds system, the consultation system, the difficult case discussion system, the first consultation responsibility system and other medical core systems.

The hospital shall supervise and inspect the implementation, set up a leading group for hospital quality management, with the director in charge as the main focus, regularly check the basic medical quality and link medical quality of each department every month (once a week), communicate with the department heads in time for the problems found out, implement them one by one, formulate rectification plans, and rectify them within a time limit. Through the above system, various departments are constantly standardized in medical activities, and the quality of medical care has been obviously improved.

At the same time, Jixi Railway Hospital has continued to implement the three-year action plan of "Seeing Dont Ask For Help" in accordance with the Notice of Jixi Health and Health Commission on Printing and Distributing the Key Work Plan of "Seeing Dont Ask For Help in 2020". Starting from improving patients’ feelings of seeing a doctor, Jixi Railway Hospital has continued to intensify the work of "Seeing Dont Ask For Help" according to the actual situation of the hospital, further improving the medical service process and improving the medical service environment. Effectively improve the quality and service standards of medical services, and from the patient’s point of view, seriously "observe the process of unannounced visits", "find problems" and "grasp results" to solve the "difficulties and blocking points" encountered by patients during their medical treatment.

In 2020, the hospital and Jixi People’s Hospital renewed the "3+2+1" medical consortium cooperation agreement. In the whole year, about 990 doctors were sent to lower-level medical institutions for visits, and 10,796 patients were treated.

On October 18th, "World Menopause Care Day", the hospital set up a menopause sleep treatment center on the same day, and received medical treatment. The establishment of this department is not only the first in Jixi area, but also a few characteristic medical departments in the whole country. The menopausal sleep treatment center is a professional clinical department that integrates clinical practice, teaching, scientific research and health preservation, and is created by using the characteristics of classical prescriptions of traditional Chinese medicine to enter the ward. By adopting the diagnosis and treatment method of combining traditional Chinese medicine with western medicine, taking drugs with intellectual property rights such as "Gengkangbao", "Sleep No.1" and "Sleep Patch" independently developed by the Chinese medicine team in the hospital on the basis of years of clinical practice as the main diagnosis and treatment means, and combining with green medical means such as psychological counseling and acupuncture and physiotherapy, it can achieve a healthier and more efficient treatment of menopause. Up to now, the menopause sleep treatment center has treated 58 patients, 17 of whom have recovered and been discharged. The establishment of the menopausal sleep treatment center fully highlights the hospital’s business development thinking of taking the characteristics of traditional Chinese medicine as the "top priority" in construction and development, giving full play to its advantages, focusing on the construction of specialized diseases and improving comprehensive service functions.

By the end of October, the project of severe mental disorder in Jixi City has achieved excellent results. The reported prevalence rate was 5.11%, standardized management rate was 83.58%, interview rate was 87.07%, medication rate was 83.60%, and regular medication rate was 59.10%. There were 7630 patients under standardized management, 108 cases of emergency treatment, 131 cases of psychiatric professional guidance, 77 cases of training, 8015 cases of project quality control, 2 cases of county-level supervision and 35 cases of two-way referral.

Due to the traffic control and the closed management of various communities during the epidemic, many patients with severe mental disorders at home were in an emergency because of insufficient drug reserves. In order to help patients with severe mental disorders at home solve the medication problem, the hospital provided free drug delivery service to patients with severe mental disorders at home in six districts, and distributed 20 varieties of psychotropic drugs to ensure that patients with severe mental disorders did not get out of control, leak or lose control during the epidemic. In order to do a good job in mental health in Jixi City, Jixi Railway Hospital provided peer-to-peer services to various communities. In October and November, it visited the electric power community, Xishan community, Limin community, Jianjing community, Xingguo community, Dongxing community in Didao district, Struggle community in Hengshan district and other communities, and provided targeted health education and life skills guidance to community patients and their families, providing psychological support and help to patients and their families.

Expand the development space of Chinese and western medicine in parallel

On September 28th, 2020, after on-the-spot investigation and evaluation by the Provincial Association of Traditional Chinese Medicine, Jixi Railway Hospital was awarded the listing qualification of the first batch of "Heilongjiang Traditional Chinese Medicine Cultural Communication Demonstration Base" in the province. The acquisition of this qualification is the hospital’s good achievements in the construction of many years, insisting on paying equal attention to both Chinese and western medicine, and constantly increasing investment in the construction of Chinese medicine talent team and the excavation of ancient Chinese medicine classics.

The leading group of the hospital attaches great importance to the important role of Chinese medicine in modern medical services, formulates long-term development plans, and under the guidance of "the State Council’s Outline on Printing and Distributing the Strategic Plan for the Development of Chinese Medicine", strengthens the construction of professional talents through the combination of traditional apprenticeship and modern talent training methods in practical work, and realizes the systematic training and development of Chinese medicine talents.

At present, Jixi Railway Hospital has three "provincial famous Chinese medicine practitioners", one "city leader of Chinese medicine" and more than 10 Chinese medicine practitioners. With Wang Xianqing, president of the city leader of Chinese medicine hospital as the core, we have adopted the teaching method of "replacing teaching with medicine and promoting teaching with medicine", implemented the "apprenticeship system" training plan, and based on the "Heilongjiang Province Traditional Chinese Medicine Culture Communication Demonstration Base", continuously cultivated for the whole province and our hospital.

At the same time, the departments of TCM diagnosis and treatment technology, such as Chinese medicine department, Chinese pharmacy, acupuncture department, physiotherapy and rehabilitation department, small needle knife department and TCM classic ward, have been established and improved one after another, and it is planned to build a TCM science and technology park integrating TCM diagnosis and treatment, acupuncture, physiotherapy and rehabilitation in the near future through resource integration, forming a TCM industrial cluster with full functions, three-dimensional structure, fine division of labor and complete categories.

"The development of Chinese medicine has risen to a national strategy, with broad development space and display stage, and the cause of Chinese medicine will enter a new period of development opportunities."
