Gu Zhifeng said that after the cancellation of the provincial toll station of the expressway, along the expressway, whenever there is a change in traffic volume, new portal frames are built, and each portal frame is responsible for collecting the fees of the section where it is located, realizing accurate charging by sections, that is, how much money to pay for how many roads to take. Therefore, the toll of vehicles that walk a long section between two points will increase compared with the toll charged according to the shortest path before. In addition, the rounding rules of the toll amount have also been adjusted from the original rounding to "0 yuan and 5 yuan" to "points" for ETC vehicles and "yuan" for manual toll vehicles.
Take the car leaving the city for Huangcun via Jingkai Expressway as an example. If it leaves at the exit of Gaomidian, the total toll is about 9.4 kilometers. According to the past standard toll, it is 5 yuan. If it is about 4.7 yuan according to the accurate charging rules, the toll will be reduced. If you drive out at the Jinhua Temple exit, it is about 11.8 kilometers in total. According to the past standard toll, it is 5 yuan. If it is about 5.9 yuan according to the accurate toll rules, the toll will increase.
29 provinces open expressway toll rate table
Yesterday, the Ministry of Transport said that 29 provinces have published the toll rate tables on the Internet, and the public can make public inquiries, and the charging standards for some buses have been reduced.
After the implementation of the newly revised Classification of Toll Vehicles on Toll Roads in 2019, the charging standards (charging rates and charging coefficients) of buses in various places have not been adjusted, and they are still implemented in accordance with the original approval documents, and the charging standards of various types of buses have not been improved. At present, 29 provinces have published the fee rate table online, and the public can make public inquiries.
The newly revised standard reduces the number of minibuses with 8 passengers and 9 passengers from the original class 2 to class 1. Starting from January 1st this year, 8-seat and 9-seat minibuses will be charged vehicle tolls in accordance with Class I passenger cars.

Therefore, these vehicles are actually the beneficiaries of this reform. There are also some provinces that implement downshifting charges for passenger cars. For example, the second-class buses in Shanghai are charged according to the first-class buses, and the fourth-class buses in Guangdong are charged according to the third-class buses. The charging standards of the corresponding buses in these areas have also been significantly reduced.
In view of the problem of congestion in a few toll stations, the Ministry of Transport said that in the process of withdrawing stations and connecting to the grid, the Ministry of Transport has asked each toll station to keep at least one manual/mixed lane at the entrance and exit directions to meet the traffic needs of vehicles paying fees manually.

After canceling the provincial toll station, when trucks pass through the expressway, the charge will be adjusted from charging by weight to charging by the number of axles (models). Many truck owners feel that the expressway charge is higher than before. The Ministry of Transport said that the truck charge is low when it is full, and it will be higher when it is empty.
Gu Zhifeng, Director of Road Network Management Department of Highway Bureau of Ministry of Transport: We calculate a deadweight tonnage by multiplying the actual deadweight of all trucks on expressways in each province by its kilometers in 2018, and based on this, we set the charging standard. Because the charging standard is formulated by each province, it is not formulated by the Ministry of Communications. In order to reduce the cost of freight logistics, our Ministry of Communications has issued a special document requesting that this standard must be 10% lower than the full load standard and not less than 10%.
According to the new charging standard, when the same truck is fully loaded with goods, the standard of charging by axle will definitely be lower than that by weight, and the charging may be higher when the truck is half-loaded or even empty.
At present, the Ministry of Transport is studying and analyzing the rate adjustment schemes in various places, urging them to strictly implement them, so as to reduce the charging standard of trucks by at least 10% compared with the full load, and never allow all places to take the opportunity to raise the charging standard and increase the burden on trucks.
Regarding the abnormal amount of truck drivers’ charges on the Internet, Gu Zhifeng said that the Ministry of Transport has sent technicians to adjust the grid-connected system.

Ambulances are not free vehicles, ETC will be installed free of charge
A few days ago, the ambulance on the Shanghai Expressway was stopped by the toll station and asked to pay the toll. In this regard, the Ministry of Transport said that it has asked local transportation departments to contact hospitals, emergency centers and other units to install ETC for ambulance vehicles free of charge.
The Regulations on the Management of Toll Roads promulgated in 2004 clearly stipulates that military vehicles, vehicles of the Armed Police Force, standard police cars with uniform signs for public security organs to handle traffic accidents, perform normal patrol tasks and deal with emergencies on toll roads within their jurisdiction, and vehicles that have been approved by the transportation authorities of the State Council or the people’s governments of provinces, autonomous regions and municipalities directly under the Central Government to carry out emergency rescue and disaster relief tasks are exempt from paying vehicle tolls. Vehicles of combine harvesters and transport combine harvesters (including rice transplanters) that carry out cross-regional operations are exempt from vehicle tolls.
According to the Ministry of Transport, ambulance vehicles do not belong to the scope of vehicles exempt from vehicle tolls as stipulated in the Regulations on the Administration of Toll Roads. According to the relevant policies and regulations, the new requirements for the integrated operation of national expressways after the cancellation of provincial toll stations have been cleared up and standardized by various localities.
