As far as the attribute of cultural noumenon is concerned, whether it is "spring snow" or "Xialiba people", people are all born equal before culture. From the law of industry, the market segmentation of cultural consumption is understandable. But the existence of "scalpers" and "sky-high tickets" is not only a malicious consumption of culture itself, but also a provocation to the benign operation of the cultural market. Like a cancer, it is not only bad for the development of cultural industry, but also magnifies the audience’s strong sense of division and class.

  When can market supervision be implemented?

  Of course, there are some market reasons for the emergence of sky-high tickets, but at present, it is more caused by the imperfect development of the cultural industry market.

  According to statistics from institutions, in China, the average price of a ticket for a concert accounts for 17.24% of the per capita monthly GDP, compared with 1.81% in the United States, 3.11% in Japan and 2.87% in the United Kingdom. China concert ticket price is 7.5 times that of Europe and America. Compared with Hong Kong, mainland concert tickets will also be several times.

  The huge market share and unsound operation mode make some domestic unscrupulous merchants feel profitable, and the incidents that the primary and secondary ticket markets collude to carry out "hunger marketing" to get high profits are often reported in newspapers. In this regard, in July this year, the Ministry of Culture issued the Notice on Regulating the Operating Order of the Ticket Market for Commercial Performances.

  It is clear that:

  The performance organizer shall entrust a qualified performance ticketing business unit to sell the corresponding tickets in addition to its own performance ticketing; Internet platform enterprises shall not provide services for institutions and individuals to resell tickets, buy and sell performance tickets or give tickets. In other words, tickets for future performances must be sold through official agency platforms, such as Barley, Yongle and Xishi District.

  It is worth noting that the "Notice" requires performance organizers and ticketing business units to clearly mark the price, not to increase sales, and not to seize tickets, hoard tickets or speculate on tickets. The number of tickets for performances sold to the public in the market shall not be less than 70% of the audience approved by the public security department.

  In addition, the "Notice" also proposes to encourage all localities to explore the implementation of real-name system management for ticket sales of key commercial performances.

  However, as far as the current situation is concerned, the governance effect of the new regulations on "yellow cattle" is not ideal. Although the scalpers in the S7 finals are running at a loss, if the finals are "Chinese Derby", how many fans and netizens are cursing on the Internet because they can’t buy tickets?
