Notice of Beijing Municipal Commission of Communications on Stopping the Collection of Road Occupancy Fees for Small and Medium-sized Enterprises in novel coronavirus during the Pneumonia Epidemic.

The traffic committee of the six districts of the city, the management committee of the suburban cities, and the management committee of Yizhuang Economic and Technological Development Zone, and all relevant units:

　　In order to thoroughly implement the deployment of the Party Central Committee and the State Council on the prevention and control of pneumonia infected by novel coronavirus, effectively reduce the impact of the epidemic on the production and operation of small and medium-sized enterprises, and help enterprises to tide over the difficulties and develop steadily, in accordance with the spirit of the instructions of the municipal government, we hereby notify the small and medium-sized enterprises in this city of the suspension of occupation fees during the epidemic period as follows:

　　1. Basis for stopping the levy: Several Measures on Dealing with the Impact of Pneumonia Infected in novel coronavirus and Promoting the Sustainable and Healthy Development of Small and Medium-sized Enterprises (Beijing Zhengban Fa [2020] No.7) issued by the General Office of the Municipal Government.

　　2. Scope of application: Small and medium-sized enterprises registered in this city (Beijing) occupy urban roads due to the need of engineering construction, which conform to the Standard Provisions on the Classification of Small and Medium-sized Enterprises jointly issued by the Ministry of Industry and Information Technology, the National Bureau of Statistics, the National Development and Reform Commission and the Ministry of Finance (No.300 [2011] of the Ministry of Industry and Information Technology).

　　III. Time limit for suspension of levy: from February 5, 2020 to December 31, 2020 (policies and measures are no longer necessary for natural failure due to the end of emergency response to the pneumonia epidemic in novel coronavirus, this city).

　　IV. Procedures

　　(a) the applicant in the declaration of occupation permit elements, should be together with the application to stop the occupation fee, and the enterprise meets the relevant certification materials of small and medium-sized enterprises.

　　(two) the licensing unit shall, in accordance with the procedural provisions of administrative licensing, issue administrative licensing procedures according to law, and stop levying occupation fees.
