Notice of Sichuan Provincial People’s Government on Printing and Distributing the Implementation Plan of Deyang and Mianyang cross-border electronic commerce Comprehensive Experimental Zone

On January 11th, the provincial government officially issued the Implementation Plan of China (Deyang) cross-border electronic commerce Comprehensive Experimental Zone and the Implementation Plan of China (Mianyang) cross-border electronic commerce Comprehensive Experimental Zone. According to the plan, Deyang Comprehensive Test Zone will give full play to the advantages of Deyang as an important industrial town and a strong foreign trade city, and promote the construction of a world-class major equipment manufacturing base. Mianyang Comprehensive Test Zone will fully release Mianyang’s intelligent manufacturing potential and the manufacturing capacity of the whole electronic information industry chain, and strive to build Mianyang into a new highland for the development of western cross-border electronic commerce.

According to the plan, the implementation scope of Deyang comprehensive test area is divided into offline and online. The offline scope includes the formation of "1+2+7" cross-border e-commerce spatial layout in Deyang, and the online scope includes the service scope of Deyang cross-border e-commerce public service platform, covering all kinds of market entities for platform registration, filing and cross-border e-commerce import and export business.

In the future, a large number of projects and innovative explorations will be carried out in the region, including exploring the establishment of a global resource service center for cross-border e-commerce in logistics ports, exploring new models such as "reverse customization+cross-border e-commerce" and "bonded display+cross-border e-commerce", and promoting the direct truck service from Deyang to Qinzhou. By 2025, more than 100 cross-border e-commerce enterprises will be introduced and cultivated, and more than 5 industry head enterprises will set up functional headquarters in Deyang. Cultivate and establish three characteristic industrial parks for cross-border e-commerce. The number of professionals engaged in cross-border e-commerce has exceeded 1,000, the proportion of foreign trade enterprises applying cross-border e-commerce has reached more than 40%, and the transaction volume of cross-border e-commerce has exceeded 1 billion yuan.

The offline scope of Mianyang Comprehensive Test Zone includes the whole area of Mianyang City, forming a "1+3+8" cross-border e-commerce spatial layout, and the online scope includes Mianyang cross-border e-commerce public service platform, which covers all kinds of market entities that register, file and carry out cross-border e-commerce import and export business and services.

In the future, we will explore the establishment of a cross-border e-commerce export cluster and a cross-border e-commerce import and consumption business circle with local characteristics, allow cross-border e-commerce foreign exchange settlement through personal foreign exchange accounts, and explore cross-border e-commerce customization in industrial fields such as electronic components and new materials products. By 2025, Mianyang will introduce and cultivate 500 cross-border e-commerce enterprises, develop and expand 10 cross-border trade service enterprises, and realize the total import and export transactions of cross-border e-commerce of 1.5 billion yuan.  (Reporter   Chen Bihong)
