On February 19th, the Traffic Patrol Corps of Chongqing Public Security Bureau issued the Notice on the Cross-peak Traffic of Bridges and Tunnels in the Central Urban Area (Draft for Comment), and the cross-peak traffic range will add the western channel "1 Bridge and 3 Tunnels".

On the basis of the original "15 bridges and 1 tunnel", the cross-peak traffic range in the central city of Chongqing has added the western channel "1 bridge and 3 tunnels", that is, the Shuangbei Bridge, Shuangbei Tunnel, University Town Tunnel and Zhongliangshan Tunnel have been added.
At present, the cross-peak traffic ranges are: Gaojia Garden Bridge, Gaojia Garden Bridge Double-track Bridge, Shimen Bridge (two-way), Jiahua Bridge (two-way), Yu ‘ao Bridge, Niujiaotuo Jialing River Bridge, huanghuayuan bridge (two-way), Qiansimen Bridge (two-way), Chaotianmen Bridge (two-way), Dongshuimen Bridge (two-way), Shibanpo Yangtze River Bridge and Shibanpo Yangtze River Bridge Double-track.

"The bridge and tunnel peak crossing policy has achieved good results since it was put into operation for one year. However, with the continuous growth of car ownership in Chongqing and the continuous expansion of urban construction scale, the traffic flow in high-tech zones and other regions is increasing, which also leads to increased traffic congestion pressure. " According to the relevant person in charge of the Traffic Patrol Corps of Chongqing Public Security Bureau, by the end of 2021, the number of cars in Chongqing had reached 5,454,200, including 1,941,000 in the central city, an increase of 133,000. In order to continue to alleviate the traffic pressure in the city, this notice will include the "one bridge and three tunnels" in the western passage into the peak-crossing range to ensure the smooth and orderly operation of road traffic in the central city.
In addition, the person in charge also said that according to the traffic big data monitoring, foreign vehicles account for more than 7% of the vehicles passing through bridges and tunnels in the central city, and the average daily traffic volume reaches 100,000 vehicles/day. In order to ensure the maximum effect of off-peak traffic, and to avoid off-peak traffic by buying cars from other places, off-peak traffic is implemented synchronously for foreign cars.
"This Notice shall come into force from March 1, 2022 to February 28, 2023." The relevant person in charge of the Traffic Patrol Corps of Chongqing Public Security Bureau said that for vehicles that violate the regulations on peak-to-peak traffic, they will impose a fine of 3 points on 100 yuan according to the punishment regulations for violating traffic ban signs by means of electronic snapshot and on-site law enforcement. At the same time, the traffic control department will increase the investigation and punishment of serious illegal acts such as fake deck cards and blocking number plates.

Peak crossing areas: Gaojia Garden Bridge and double-track bridge, Shimen Bridge, Jiahua Bridge, Yu ‘ao Bridge, Jialing River Bridge, Zengjiayan Bridge, huanghuayuan bridge, Qiansimen Bridge, Chaotianmen Bridge, Dongshuimen Bridge, Yangtze River Bridge, double-track bridge of Yangtze River Bridge, Caiyuanba Bridge, Egongyan Bridge and Zhenwushan Tunnel.
Cross-peak transit time: 7: 00-9: 00 in the morning peak and 17: 00-19: 30 in the evening peak on weekdays, with a total of 4.5 hours per day.
According to the last Arabic numeral of the car number plate (including the temporary number plate), the corresponding rule is to cross the peak on Monday: 1 and 6; Tuesday: 2 and 7 peak crossings; Wednesday: 3 and 8 peak crossings; Thursday: 4 and 9 cross peaks; Friday: 5 and 0 cross the peak.
Other provisions:
Monday to Friday is a national statutory holiday, and the peak crossing will not be implemented on that day; If the weekend is changed to a working day due to legal holidays, the peak crossing will not be implemented on that day.
The following vehicles are not subject to peak-shift traffic restrictions: military vehicles, police cars, ambulances, fire engines, taxis, engineering rescue vehicles, emergency rescue vehicles, buses, road buses, school buses, tourist buses, cash-carrying vehicles, postal vehicles, funeral vehicles, vehicles with new energy license plates, buses with more than 20 seats (inclusive) and other vehicles engaged in urban public emergency and rescue.
